Core discovery is built around nearby selected venues. Broader browsing may exist through Premium or Hive Roam, with privacy and safety controls still applied.
Will someone know I declined them?

Their check-in may have expired, they may have changed privacy settings, you may have declined or blocked them, or a safety rule may apply.
